This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

Description of Job

About the department: The Colorado Child Care Assistance Program (CCCAP) administers and monitors the Child Care Development Block Grant (CCDBG) subsidy statewide. The purpose of the CCCAP is to provide support for low-income working families by providing child care assistance and promoting quality early learning environments. The CCCAP is a state-supervised, county-administered program supported by the Child Care Automated Tracking System (CHATS) and the Automated Tracking System (ATS). The CCCAP’s goal is to build a child care subsidy program that is child-focused, family-friendly, and fair to providers. The priority of the CCCAP team is to provide counties with the guidance, support, training, and tools needed to administer the CCCAP at the county level.

What you’ll be doing:

This position uses their knowledge of the Colorado Child Care Assistance Program (CCCAP) to ensure counties that administer the program are in compliance with state and federal statute, rule and regulations through monitoring and providing technical assistance. This knowledge is used to inform training that is provided by this position through informal technical assistance methods or the development of formal training curricula. Finally, this position supports the CCCAP Program Integrity Manager to ensure activities resulting from Colorado’s Office of the State Auditor, federal government audits, and internal or county reviews are completed.

Responsibilities include, but are not limited to:

  • Ensure counties administer CCCAP responsibly to ensure that statutory requirements are met and that adequate information regarding the use of public funds is provided while assuring these efforts are not a burden to families using the program.

  • Evaluate the internal controls established by counties and the results of county efforts to eliminate fraud, waste, and abuse.

  • Monitor county review processes to ensure internal controls follow CCCAP regulations and guidelines, align with CCCAP review standards and expectations, and meet the expected assurances identified in the county-level case review process.

  • Tracks county compliance based on performance indicators through data analysis and reports to monitor county performance and identify areas of non-compliance or high risk.

  • Utilizes data to make informed recommendations to CCCAP Program Integrity Manager and CCCAP leadership regarding county compliance, performance, and associated risk.

  • Monitors county compliance with CCCAP requirements by ensuring errors identified through audits, internal reviews (including quality assurance and monitoring) and county-level reviews are addressed and resolved in a timely manner and ensures actions are taken to prevent the recurrence of errors.

  • Provides technical assistance to county staff regarding implementation of the CCCAP state and federal statute, rules and regulations, and best practices for county operations;

  • Delivers technical assistance or training using the CHATS Help Desk, email, telephone, in person meetings, webinars, or the creation of manuals and desk aids;

  • Coordinates with the division training and instructional design team to develop training in response to recurring or frequent technical assistance needs;

  • Communicates with county staff and CCCAP administrators to share information on applying rules and policy consistently;

  • Manages schedule and deadlines, including monitoring calendars to review reports, scheduling appropriate meetings and follow-up related to county monitoring visits, and other monitoring efforts;

  • Completes monitoring activities, including county visits, to investigate county practices to ensure issues, problems or violations are not occurring, or to expose problems and violations that were not previously known, and communicates outcomes verbally or in writing to the CCCAP Program Integrity Manager and others as needed;

  • Recommends actions to be taken to correct problems and violations when discovered and monitors adoption of recommendation to ensure future compliance

  • Other duties as assigned

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience Requirements:

Experience Only:

Six (6) years of relevant experience in an occupation related to: R esearching, Analyzing, and Interpreting Regulations (State and Federal), Early Childcare Assistance Programs, Early Childhood Education, and Psychology.

OR

Education and Experience:

A Bachelor's degree from an accredited institution in a field of study related to Early Childhood, Public Policy, and/or Communications, Data, and Public Administration.

AND,

Two (2) years of professional experience related to R esearching, Analyzing, and Interpreting Regulations (State and Federal), Early Childcare Assistance Programs, Early Childhood Education, and Psychology.

OR

A combination of related education and/or relevant experience in R esearching, Analyzing, and Interpreting Regulations (State and Federal), Early Childcare Assistance Programs, Early Childhood Education, and Psychology. or experience related to the work assigned equal to six (6) years.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
