Our Location

Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. This position will represent Energy Trust in public settings and potentially at community events. We are open to candidates who live throughout Oregon and Washington. The Senior Project Manager – Evaluation would be expected to report to the office on a quarterly basis, at minimum.

What We’re Looking For:

The Senior Project Manager designs, plans, develops, and manages qualitative and quantitative evaluations of Energy Trust’s programs, initiatives, and pilots, as well as market research. These include projects conducted by Energy Trust staff and by outside contractors. The Senior Project Manager coordinates with other Energy Trust departments and programs to access data and meet their informational needs. The Senior Project Manager also represents Energy Trust in collaborative regional and national projects; interprets product results for use in program planning, design, and estimation of savings/generation; and recommends program design and implementation improvements based on research results. This position also serves as an advisor to Energy Trust staff and management on evaluation processes and techniques and supports the Evaluation & Engineering Manager and Director of Planning and Evaluation in developing and tracking the annual Planning and Evaluation budget. The Senior Project Manager presents evaluation projects and their results to staff, the Energy Trust board of directors, and external stakeholders.

The Senior Project Manager supervises Evaluation Project Managers.

What You’ll Do:

  • Design, develop, and manage quantitative and qualitative market research and evaluation projects including data management and analysis. Negotiate with program managers and stakeholders to establish project goals, strategies, and timeline.

  • Design and manage the request for proposal (RFP) process for projects involving contractors and direct the work of selected market research and evaluation contractors.

  • Negotiate, execute and conduct and manage complex, performance-based contracts/grants.

  • Keep current on evaluation methodologies especially regarding research and sample design and advise project stakeholders on their use.

  • Conduct internal evaluation and market research activities.

  • Conduct descriptive and statistical data analyses and market research for evaluation and market research projects.

  • Review program or initiative progress or status updates.

  • Support the Evaluation & Engineering Manager and the Director of Planning & Evaluation in developing and tracking the annual Planning & Evaluation budget.

  • Provide leadership to staff and contractors on when to use a program evaluation, what research and sample designs might be used to achieve a project’s goals, and how we should use those results.

  • Mentor program staff on research methods.

  • Communicate and present evaluation and market research results and implications to program staff, management, Energy Trust board Evaluation Committee and Conservation Advisory Council, and external stakeholders.

  • Lead and actively participate in internal and external market research and evaluation teams to meet the needs of multiple departments and outside stakeholders. Provide additional evaluation and market research support to other departments and contractors.

  • Present market research and evaluation results in public settings to residential, business, or government audiences and to the evaluation committee of the Energy Trust Board of Directors.

  • Act as an Energy Trust representative on regional and national projects, authorized to help guide those projects and commit Energy Trust funds to them.

  • Maintain accurate and organized project information records.

SUPERVISORY RESPONSIBILITY

Position will hire and directly manage Evaluation Project Managers. Oversees the work of contractors, suppliers, and/or vendors as necessary in the course of managing specific projects. Supervises and mentors evaluation interns.

What You’ll Need:

  • Bachelor’s degree in a relevant field (such as economics, social sciences, planning, business) or equivalent experience. Master’s degree or equivalent experience preferred.

  • At least 6 years of experience conducting program evaluation or market research, preferably in the energy efficiency or renewable energy fields, including research and sample design, survey design and analysis, data management and analysis, and interpretation and communication of results.

  • 2 years of demonstrated experience successfully leading teams and/or directly managing staff.

  • 3 years of project management experience, including the management of technical contractors.

  • Ability to prioritize tasks and work independently and with others to successfully complete projects.

  • Strong statistical and data analysis skills.

  • Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.

  • Strong knowledge of statistical and database applications, such as R, Python, or SQL.

  • Written and verbal communication skills, including negotiation and project supervision skills and experience.

  • Survey construction and sample and research design skills and experience.

  • Ability to direct and lead staff and contractors in executing technically complex multipurpose studies involving multiple data sources.

  • Demonstrated ability to excel in a collaborative team environment, including with parties that may have divergent interests.

  • Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.

Starting Compensation: $95,100 – $117,700
